Project Description

Consulting module “Project management & quality assurance”

Heating network projects in particular are complex, large-scale infrastructure projects with many stakeholders, long lead times and high quality requirements. Without professional project management, deadlines, costs and quality quickly become unbalanced. The transitions between planning phases, funding procedures, tenders and operation are particularly critical.

Exavy ensures project realization through integrated management across all HOAI phases – right up to handover to operations and controlling.

  • Management model across all HOAI phases (1-9)
from basic evaluation to approval and implementation planning to construction supervision

  • Coordination model and interface description between specialist planners, authorities, funding agencies, suppliers, operators

  • Establishing the basics of systematic project management and controlling
for costs, deadlines, quality and risks

  • Preparation of tenders & awards, supplier strategy, longlist, shortlist
including preparation of award and contract management

  • Basics of quality assurance, project manuals and documentation
in all project phases, from planning to operational documentation

  • Preliminary planning of the transfer of responsibility to the operating phase

Scope of the module

Exavy advises on heating network projects in matters of project control and project management. We develop a coordination problem and control model for all stakeholders, structure processes in line with the HOAI, keep an eye on funding requirements and structure the technical, economic and time-related project execution and quality management over the entire project life cycle.

  • Data situation & data inventory

    • Collection of existing data sources (buildings, network, load, geodata)

    • Assessment of data quality and gaps

    • Consolidation into a structured model

  • Heat source and sink model

    • Recording local heat sources (waste heat, geothermal energy, biomass, CHP, etc.)

    • Modeling of sinks (building types, load profiles, heat applications)

    • Geographical analysis (GIS) & clustering

  • Forecast & scenario development

    • Forecasts for heating requirements (demographic, energy)

    • Use of open data, cadastre, digital twins

    • Scenarios for expansion options, usage patterns, life cycle

  • Data usage & integration

    • Provision as a standardized data basis for planning, funding and investors

    • API integration in planning and funding processes

    • Link with financial models (LCOH, CAPEX/OPEX, business case)

Promise of results: Data as the foundation of successful projects

  • A complete digital data model that supports all project phases

  • a sound basis for decision-making on technical, economic and political options

  • a reliable project data structure that convinces investors, funding agencies and approval authorities

  • a future-proof GIS-compatible data management system that is transferred to operation, monitoring and reporting
